How would i make it?
Would i have to pay to have it up?

You need a bit of imagination and some talent in layouting. You need to write sentences with proper punctuation and orthography.

You can pay to have it up without ads. You can choose a free homepage hoster, but then you'll (mostly) have to live with ads on your pages.

There are lots of homepage making software products out there. Price range goes from free to very expensive.
I can recommend . That's a nice free program that lets you create your websites.
Frontpage from Microsoft is good, but expensive, same with Dreamweaver from Macromedia.

As far as making a site... I think it'd be good for you to learn some basic HTML. Since you're new to it all, I advise you to look into learning XHTML. This is what is prospected to replace HTML. I really don't see it replacing it in the near future at all, but the more people that start working on it, the better the transition on the web will be.

The World Wide Web Consortium sets all the standards of today and tomorrow for the internet. It has a wealth of information that you could use.

Most people are using WYSIWYG (What You See Is What You Get) editors now, and they can be quite useful. If you can get your hands on a copy of something like this, with some knowledge behind the workings of HTML and a couple of other browser languages, you'll be fine. Just try searching the web to see if there's something that appeals to you. You might even consider joining a forum that helps new, potential webmasters. Once again, search the web for that.
