You can make avatars with every picture editing software out there, even with MS Paint...

I live on Paint. I'm working on a pixelated Jet Jaguar right now. What I'd like, though, is a really simple animation program, or GIF maker.

funny you should say that... there's a program called "Easy GIF Animator" and it rocks! it works with paint and is just what you're looking for, google easy gif animator and download the trial version, or buy it for like $20 or something insanely cheap like that
