I agree with Ruudos, I'm pretty sure you're looking for Battle City. I've played a multicart hack of Battle City called 1990 Tank. It played the same but had the numbers 1990 on the screen. I expect the game you played had 1940 on the screen. You'll be able to find Battle City here:
