AND NO ARABIC NES ROMs OR ENGLISH THOUGH THERE WAS SOME BAD ENGLISH TRANSLATIONS.

I don't believe the game you're looking for was ever released in English officially (those translations you mentioned are probably as close as it gets), and I've no idea about the arabian version at all, but arabic versions of games... those really SHOULD be dumped for preservation, if they haven't already been. If they have, it seems like they're not in general circulation. I honestly have no idea where you'd get hold of them.

'Captain Tsubasa' was never officially released in English but it was revamped for the U.S. in the form of ''.

That game doesn't actually have "Captain Tsubasa" in it (or any of the anime elements from the original game) but it is primarily the same exact game with an "Americanized" graphic rehaul.
It's in English too.
